उत्तर— राजभाषा नियम 1976 की विशिष्टतायें– निम्नलिखित हैं —
(1) राजभाषा नियम 1976 के अंतर्गत कुल 12 नियम बनाए गए। तमिलनाडु राज्य को छोड़कर देश के अन्य सभी राज्यों पर समान रूप से ये नियम लागू होते हैं।
(2) हिंदी के प्रगामी प्रयोग को प्रभावी ढंग से लागू करने के उद्देश्य से पूरे भारत को तीन क्षेत्रों में बांटा गया है—
क्षेत्र (क) – समस्त हिंदी भाषी राज्य एवं संघ राज्यक्षेत्र ( बिहार, हरियाणा, हिमाचल प्रदेश, मध्य प्रदेश, राजस्थान, उत्तर प्रदेश, दिल्ली एवं अंडमान निकोबार द्वीप समूह)।
क्षेत्र (ख) – गुजरात महाराष्ट्र तथा पंजाब और चंडीगढ़।
क्षेत्र (ग) – इसके अंतर्गत वे राज्य तथा संघ राज्यक्षेत्र आते हैं जो क्षेत्र ‘क’ और क्षेत्र ‘ख' के अंतर्गत नहीं आते।
(3) राजभाषा नियम 1976 में हिंदी पत्राचार के संबंध में स्पष्ट दिशा-निर्देश दिए गए हैं।
(4) राजभाषा नियम 1976 के नियम 5 के अंतर्गत प्रावधान है कि व्यक्तिगत अथवा राज्य सरकार द्वारा हिंदी में भेजे गए पत्रों का जवाब हिंदी भाषा में ही अनिवार्य रूप से देना होगा।
(5) कोई भी कर्मचारी हिंदी या अंग्रेजी में अभ्यावेदन कर सकता है।
(6) नियम पाच के अंतर्गत यह प्रावधान किया गया है कि सरकारी कार्यालय से जारी होने वाले परिपत्र, प्रशासनिक रिपोर्ट, कार्यालय आदेश, अधिसूचना, करार, संधियों, विज्ञापन तथा निविदा सूचना आदि अनिवार्य रूप से हिंदी-अंग्रेजी द्विभाषी रूप से जारी किए जाएंगे।
(7) केंद्रीय सरकार के अधिकारी या कर्मचारी फाइलों में टिप्पणी केवल हिंदी या अंग्रेजी में लिख सकते हैं। किसी अन्य भाषा में वे उसका अनुवाद प्रस्तुत नहीं कर सकते।
(8) राजभाषा नियम 1976 के नियम 12 के अनुसार केंद्रीय सरकार के कार्यालय की प्रशासनिक प्रधान का यह उत्तरदायित्व होगा कि वे सुनिश्चित करें कि राजभाषा अधिनियम एवं राजभाषा नियमों के उप बंधुओं का समुचित पालन किया जा रहा है और इसके सुनिश्चित पालन के लिए प्रभावकारी जाँच-बिंदु निर्धारित करे।
(9) संक्षेप में कहा जा सकता है कि राजभाषा नियम 1976 से राजभाषा हिंदी पर प्रगामी प्रयोग में काफी मात्रा में गति आई है तथा केंद्रीय सरकार के कर्मचारियों को भी हिंदी में कामकाज करने में निश्चित रूप से प्रोत्साहन मिला।

Answer – The specialties of Official Language Rules 1976 – are as follows –
(1) A total of 12 rules were made under the Official Language Rules, 1976. These rules are equally applicable to all the other states of the country except the state of Tamil Nadu.
(2) For the purpose of effectively implementing the progressive use of Hindi, the whole of India has been divided into three regions—
Region (a) – All Hindi speaking States and Union Territories (Bihar, Haryana, Himachal Pradesh, Madhya Pradesh, Rajasthan, Uttar Pradesh, Delhi and Andaman and Nicobar Islands).
Region (b) – Gujarat, Maharashtra and Punjab and Chandigarh.
Region (C) - Under this, those states and union territories come which do not come under region 'A' and region 'B'.
(3) Clear guidelines have been given regarding Hindi correspondence in the Official Language Rules, 1976.
(4) Under Rule 5 of the Official Language Rules, 1976, there is a provision that the letters sent in Hindi by the individual or the State Government will have to be compulsorily replied in Hindi language only.
(5) Any employee may make representations in Hindi or in English.
(6) Under rule five, it has been provided that circulars, administrative reports, office orders, issued from government offices, Notifications, agreements, treaties, advertisements and tender notices etc. will be issued compulsorily bilingually in Hindi-English.
(7) Officers or employees of the Central Government may write notes in files in Hindi or in English only. They cannot present its translation in any other language.
(8) According to Rule 12 of the Official Language Rules, 1976, it will be the responsibility of the Administrative Head of the Central Government Office to ensure that the provisions of the Official Language Act and Official Language Rules are properly followed and determine effective check-points for its surety.
(9) In short, it can be said that since the Official Language Rules, 1976, there has been a considerable amount of momentum in the progressive use of Hindi on the Official Language and also the Central Government employees There was definitely an incentive to work in Hindi.
